[FADCA] All SetKisses are not created equal

I have been sorting out the mess of files that have been extracted from 
the various packages used within the FPAC project and came upon this 
very neat alternate for SETKISS. The help screen identifies it as being 
created by PA3FUI in '93. The version that comes w/ FPAC was written by 
Brian (KO4KS) in '97.

The PA3FUI version allows you to set the Com port, Baud rate & Type of 
TNC firmware.
It also resets the TNC back to "normal". Remember that  Alt-192 Alt_255  
sequence? This may allow us to run FPAC with a TNC w/ DED or AX.25 (with 
KISS).
