The FPAC switch, per se, is not licensed other than as a device operated =
through PCARS' club license W4MLB.
If what you have there is a copy of the FCC station license for W4MLB - =
according to QRZ the trustee is N4MZ, HOWARD E REDDING. The current =
license expires April 2007 - so maybe what you have is an old one. All =
you'd need to go is get a photo copy of the most recent.

Subject: Melb FPAC license
Andy, I noticed today that the license on the cabinet for the FPAC =
equipment is still in Howard's name. Has that been or does it need to =
be changed. It may have already been done but the new license was not =
posted dew to a lack of access or it might have been over looked. If =
it still needs to be, it probably needs to be done through FADCA. If =
it still needs to be done we should probably get it going and we may =
also need to update the systems location as well too.=20
