[FADCA] Hams may be out of the EMMCOMS business

Here is a website that describes a mobile/tactical HSMM 802.11 hot spot that
can be used by any agency free of charge for EMCOMMs. So far as I can tell
it is not at all ham radio related.

No reason we couldn't establish one of these for state-wide use and include
ham radio as well.  It only takes coordination and a grant.

Been so long since I've had any FADCA mail I had to search through my
address book for the [email protected] address!

FYI - the Orlando-DeLand-DAB backbones should all be at 9.6kb before mid
June.
