[FADCA] Found a BUG in the Process

Free, I have not had time to finish the changes that have been sent to me as
well as finish the review of all records in the database to make sure I have
captured all of the devices without annual reports. I appologize but it does
not appear that I will be able to finish them before we leave to go to NC
this week.  I will be away from 5-9 to 5-14.

The changes also include updates sent to me by John Green.

I am sorry for the delay.  I will get back on the task as soon as I can. If
I am able to complete it before I leave I will send it to you. If not I will
get back on the task when I return.
