What did you set the deviation to?
It should be no more than 3Khz, and some radios
do not like more than about 2.5 to 2.7KHz. Here
is a quick and greasy way I do it. I set my self
up so I can digipeat through the target site and
start sending UI frames through it with monitor
on. I start at about 1.5Khz and increase it some
radios will start recovering data as low as 1Khz
if things are nice and clean, but most will start
working somewhere around 1.5Khz. you start
increasing dev as you send UI frames, initially
you just hit a CR and send empy frames when you
get into your target
deviation area you start adding some "trash" in
the frames just tap your fingers around the key
board is one way, another is to have some canned
messages of varying lengths which you send and
watch to see if they come back. Also be sure you
have not set TXDelay too low or you may not be
giving things a chance to settle down.

The key here is to either operate the TNC using
standard TNC code or if in KISS use something
that will allow you to send UI frames and also
monitor the channel so you can see your frames
as the target site repeats them. Your target of
course also needs to be able to digipeat on the
channel you are testing on.

9K6 has a unique sound that when all things are
good you can sort of get the feel of after a
while playing with it.

What you want to do is find the range initially
for empty frames and then start adding filler
say in 10 or 20 byte steps until you get to a
point where you start dropping frames, then you
increase the deviation a bit and see how much
more data you can get into a frame before it
gets dropped. The object is to get to the point
where you can pass 256 byte frames, find the low
and high end for that amount of data, then start
sending multiple frames up to the max number you
have set on your system which can be anything
from 1 - 7. Again the target is to see all the
frames come back to you in UI mode as they are
digi'd through the target system.
