[FADCA] DeLand FPAC down

In preparation for changing out the backbone between the DeLand and Daytona
Beach switches from 220 to UHF, it was necessary to turn the DeLand FPAC
switch off on all ports Saturday Jan 25 at 1500L.  The switch should be back
up as previously configured by 1500L today.  Sometime about mid day tomorrow
the 220 backbone between DAB/DEL will be down for about two hours.  By mid
to late afternoon all LANS and links from Orlando through Deland to DAB
should be functional with all backbones at UHF.  At this time all ports are
1200b.  The 220 ports at DAB and DeLand will be removed for now.
