[FADCA] 9/1/02 database update

After sending Free the 9/1/02 database update, I made some extracts for =
Bill and Tom for District 6. I noticed some instances where the =
Coordination said "D" but the device status was "active". These don't =
match. I will go back through the database and correct them so the next =
update will have that fixed.
