[FADCA] WCF Section Digital Conference

This meeting is about making a serious attempt to breath some new life into
Digital Communications on the West Coast.  The Section leadership realizes a
serious disaster will not be adequate to address the information overlad that
will result.  As others have noted, APRS is great for vehicle location, live
weather data and short messages.  But serious messaging, including a capability
to do file transfers takes something far more robust.  At the same time, the
offering needs to be attractive enough and easy enough to master the end user
does not need a Ph.D. in Computer Science to use and get enthused about.
