Okay, I'll give that a go over the next few weeks. Anyone who can give that

Now.. my feeling/approach in making a FADCA-sponsored snake oil pitch to the
State in May will not be a SEDAN vs. "FADCA" network one-or the other
approach, but a total State-wide approach that could include either/both.
Frankly SEDAN is a circa mid 1980s approach... There is more to my Mad Plan
than just simply sending 500 byte message to / from the "State Warning
Point".
I don't see that we can approach the State to eliminate SEDAN in favor of
the layered network... If we can just get the State to support BBS-to-BBS
transfers into the EOC - that is all we need.
There is a philosophical difference that transcends flat vs. layered
networks: What is the nature of the data that needs to be
transferred/exchanged between the State EOC and other places in the state?
Know this: If a message that contains only 500 bytes of information has to
get from any place in the state to the State EOC at Tallahassee there is
absolutely no reason to put it on digital. Such a small amount of
information/data is more efficiently handled on HF voice or even CW. (Don't
knock CW- it works!) The SEDAN system limits the size of messages being
transferred to about 500 bytes.
Between us Girls.. while I appreciate that Tallahassee is the Capitol of
Florida and we now have to consider it as the nucleus of sorts - if one
were designing a (modern) system from scratch, Tallahassee would not be a
central figure! A more appropriate centralized location would be Sanford or
Orlando.
That is a separate issue.
