That sentiment was echoed by House members during a February 28 hearing on FEMA's future held by the House Homeland Security Committee's Emergency Preparedness, Response, and Communications Subcommittee. "It's not a good job to do on-the-job-training," Fugate told lawmakers. "It's too brutal, and the citizens deserve better." He said that whoever ends up heading the agency should understand that FEMA's role in disaster response "is not about putting FEMA in charge." "My parting advice for the FEMA team was to continue going big, going early, going fast, and being smart about it," Fugate said in his written testimony. The new FEMA head should build upon "the strides the agency has made since [Hurricane] Katrina." During his time at FEMA, from 2009 until this January, Fugate was a strong supporter of Amateur Radio as a communication resource in disasters. The hearing was the second in a series that will provide recommendations to the next FEMA Administrator. Former FEMA Administrator R. David Paulison also testified. The officially vacant position is being filled for now by Robert Fenton Jr., FEMA's Region IX administrator. In a recent interview on HamRadioNow, Fugate focused on Amateur Radio's role in disasters, explaining to host Gary Pearce, KN4AQ, how he became familiar with emergency management from the ground up, first as volunteer firefighter and paramedic in Florida, and then as head of Alachua County's emergency management program for 10 years. That experience, he said, "was my first intersection with Amateur Radio." He eventually self-studied for his license and passed the test after arriving in Washington. He told Pearce that FEMA supports state, local, and tribal governments in emergencies and disasters, and will work with whatever resources are available. While it has taken advantage of radio amateurs and signed a Memorandum of Understanding with ARRL in 2014, the agency looks at Amateur Radio "a bit differently." He said that could be an ARES group, a RACES group, or an individual radio amateur who may have key information coming out of an area hit by an emergency. "Training is great," he told Pearce. "We shouldn't think it's exclusionary." He said FEMA needs to remain open to any Amateur Radio resource available, "because that person may be the only one up and running." Fugate told Pearce that under his watch, FEMA tried to be inclusionary, taking advantage of the entire spectrum of radio amateurs, not just the institutionalized emergency communication organizations. "If you have the luxury of being exclusionary," he said, "it's probably not a bad disaster." Fugate said that while he favors formal emergency communications training, those completing the courses may not always be available when a disaster strikes. ARISS International Chair Frank Bauer, KA3HDO, is Hamvention's Amateur of the Year Dayton Hamvention? has announced its 2017 award winners for Amateur of the Year, Club of the Year, and Special Achievement. Each year, Hamvention honors radio amateurs who have made major contributions to the art and science of Amateur Radio. Amateur of the Year Amateur Radio on the International Space Station International Chair Frank Bauer, KA3HDO, of Silver Spring, Maryland, is Hamvention's 2017 Amateur of the Year. Bauer has been a driving force behind the program since its inception. He also serves as AMSAT-NA Vice President for Human Spaceflight. The AO-40 experiment subsequently has been cited often in aerospace literature, as it remained the most comprehensive above-the-constellation data source for nearly a decade and led to changes in the system's specifications and applications. The results of the AO-40 experiment jump started a game-changing transformation in navigation at HEO/GEO altitudes, enabling new and exciting missions in these orbits. A radio amateur since 1974, Bauer holds bachelor's and master's degrees in aeronautics and astronautics from Purdue University. His career in aerospace spans 4 decades at NASA and within private industry. In 1983, in preparation for the space mission of Owen Garriott, W5LFL, Bauer was responsible for setting up and operating the worldwide retransmission of space shuttle air-to-ground communications via Goddard Amateur Radio Club station WA3NAN. This initiative provided a critical conduit of information to hams attempting to contact ham-astronauts in the pre-internet era. Club of the Year The Clark County Amateur Radio Club (CCARC) of Vancouver, Washington, is the Hamvention Club of the Year for 2017. Established in 1930, the club serves southwest Washington and northwest Oregon. CCARC has been an ARRL-affiliated club since 1932, and is an ARRL Special Service Club. Under the club's W7AIA call sign, CCARC members participated in eight public service activities last year, running up more than 1,500 hours of volunteer service. The club also is working to establish a Communications Explorer Post in Vancouver, Washington, as well as to license students within a local trade school. In 2016, the CCARC licensed 95 new hams. It periodically holds "Ham Basics" classes for new licensees and offers a dynamic Elmer program. It also holds monthly interest meetings such as the "Digital Group," an open forum to discover and explore the many types of digital modes. This meeting typically draws hams from other areas. The CCARC created the pioneering EYEWARN? program to provide visual situation reports to emergency managers. This program encourages all hams in the county to "report what they see, where they are" in a disaster. Special Achievement Award S. Ram Mohan, VU2MYH, of Hyderabad, India, will receive Hamvention's 2017 Special Achievement Award. Mohan is the Executive Vice Chairman and Director of the National Institute of Amateur Radio (NIAR) in Hyderabad, India. Licensed since 1988, he has conducted a number of experiments on HF and VHF communication equipment and carried out propagation tests, organized training programs, DXpeditions, workshops, and general Amateur Radio activities, including public service communication. Mohan has led many emergency communication operations, including the Nepal earthquake in 2015, Cyclone Hud in 2014, the Uttarakhand Floods in 2013, the 2009 Cyclone Alia disaster in West Bengal, the Indian Ocean tsunami in 2004, the Gujarat earthquake in 2001, and the Orissa Super Cyclone 1999. Technical Achievement Award Rob Brownstein, K6RB, is the recipient of the Hamvention 2017 Technical Achievement Award. Licensed in 1958 at age 11, Brownstein could hardly wait to upgrade to General and get on SSB, but he soon discovered that he enjoyed operating CW much more. In January 2010, Brownstein was among about a dozen hams on several continents who founded the CW Operators Club (CWops). In 2012, he was elected president of CWops and served two consecutive terms. Pointing out that World Radiosport Team Championship 2018 (WRTC 2018) in Germany is only about 500 days away, the event's all-volunteer Organizing Committee reports that while many necessary tasks are out of the way, much more work remains. So far, among other things, it has wrapped up the qualification process, drafted official rules for the WRTC 2018 competition, evaluated 160 possible station sites, selected and tested antennas and antenna-related gear, completed the first major round of testing, and inked several contracts with major sponsors. Probably the top priority at this point is to secure the remaining 40% of necessary funds to mount the international Amateur Radio competition in the Jessen-Wittenberg region near Berlin. "Expectations are high, and we are working on meeting them." A World Radiosport Team Championship features approximately 60 two-person Amateur Radio teams competing in a test of operating skill. The event is concurrent with the IARU HF Championship in July, although WRTC rules vary from those of the IARU contest. All stations use identical antennas and power levels and operate from equivalent sites within the same geographical region in an effort to eliminate all variables except operating ability. [Ad] RSGB Says Regulator Ofcom is Not Resolving Interference Complaints Commenting in a UK regulatory proceeding, the Radio Society of Great Britain (RSGB) has taken issue with assertions by telecoms regulator Ofcom that the agency "advises and assists spectrum users to help resolve harmful interference." RSGB said that, while Ofcom does advise complainants from the amateur community and elsewhere, it is "usually only to the extent of advising that they can do nothing and have no further interest in the case." The regulator rarely uses its statutory powers to assist, RSGB said, responding to Ofcom's proposed 2017-2018 Annual Plan. [http://www3.arrl.org/nl/al/image/RSGB.JPG]The situation in the UK somewhat mirrors that in the US, where the FCC has dialed back the number of personnel available in the field to handle complaints. RSGB noted that when Ofcom took over responsibility for UK spectrum management in 2003, there were 100 field staffers dealing with interference and enforcement work, supported by other enforcement and engineering personnel. "Several commentators felt that was insufficient for the challenges facing the threats to the radio spectrum," RSGB said. "Since then, the spectrum has become steadily more polluted as the number of non-compliant and faulty pieces of electronic apparatus and equipment has risen, coupled with Ofcom's reluctance to act against them, while spectrum use has continued to grow. Instead of rising to the challenge, Ofcom has in fact constantly reduced staff until it now claims to have just 30 field engineers for the whole UK. In our view, this is short-sighted and inadequate." Ofcom has masked this inadequacy, RSGB contended, by raising the noise threshold for technical assignments for commercial licensees, something it cannot do for the Amateur Service. Meanwhile, the sources of interference to radio amateurs "are manifold and increasing," RSGB said, citing more recent developments as wind farms, domestic solar arrays, and VDSL as the cause of "severe problems." RSGB said Ofcom's typical response "is to merely check that the individual components are CE marked" and don't acknowledge that the electromagnetic compatibility (EMC) regulations require that apparatus must be compliant when it's first placed into service. RSGB said it hoped that Ofcom would reappraise its proposals with respect to interference resolution, "taking a more positive line and promising to increase resources." Read more. ARISS to Swap Out Handheld VHF Transceivers on Space Station The 10th SpaceX International Space Station cargo resupply mission delivered investigations to study human health, Earth science, and weather patterns last Thursday. It also carried a new Ericsson 2-meter handheld radio to replace one that failed a few months ago, disrupting the Amateur Radio on the International Space Station (ARISS) program. The VHF radio in the Columbus module was used for school group contacts and for Amateur Radio packet, temporarily relocated to UHF after the VHF radio failure. ARISS International Chair Frank Bauer, KA3HDO, said the new Ericsson radio will, at some point, be installed in Columbus, replacing the Ericsson UHF radio now supporting APRS packet and some school contacts. Bauer made it clear that the new Ericsson transceiver is an interim measure for ARISS. [http://www3.arrl.org/nl/al/image/Samantha%20Cristoforetti%20IZ0UDF%20on%20air.jpg] ESA Astronaut Samantha Cristoforetti, IZ0UDF, using the Ericsson VHF transceiver before it failed last fall. "ARISS is making great progress on the development of the new interoperable radio system that we hope to use to replace our aging radio infrastructure in the Columbus module and the Service module," he said. "The hard -- and expensive -- part of this effort is just beginning, with testing and human [spaceflight] certification on the horizon." ARISS was able to shift school contacts from NA1SS to the Kenwood TM-D710 transceiver in the Russian Service Module. Cosmonauts use that radio to carry out their ARISS school contacts from RS0ISS. Bauer thanked all of ARISS's partners, which include ARRL and AMSAT, as well as individuals and entities that have donated to the program. In December, ARISS announced a "notable contribution" from the Quarter Century Wireless Association (QCWA) to help support development and certification of new ISS radio hardware. The Ericsson MP-A VHF handheld transceiver that ISS crew members had used to speak via Amateur Radio with students and educational groups around the world for more than 16 years began displaying an error message last fall, rendering it unusable. ARISS has said ARISS's new JVC Kenwood TM-D710GA-based radio [http://www3.arrl.org/nl/al/image/ARISS%20Challenge%20Coin%20Front%20and%20Back%20image.jpg] system, once on station and installed, will improve communication capability for students scheduled to participate in educational contacts and related activities. The new system also will allow greater interoperability between the Columbus module and the Russian Service Module. In 2015, ARISS kicked off its first fundraising program, after relying on support from NASA, ARRL, AMSAT, and individual donors and volunteers to cover the costs of day-to-day operations and spaceflight equipment certification. NASA budget cutbacks made it less certain that ARISS would be able to cover its operational expenses going forward. ARISS leadership initiated the fundraising effort with the goal of securing greater financial stability. Expected to be active are KL7RST, VY1RST, VE8RST, VY0RST, and OX7RST. The goal is to promote Amateur Radio in northern North America. Activity will be on all modes, 160 through 6 meters, including 30, 17, and 12 meters. SWLs may participate too. The object is to work or log as many NCDXA RST stations as possible from their various locations. NCDXA RST stations will send a signal report and location. NCDXA is also on Facebook. Past ARRL Midwest Division Director Lew Gordon, K4VX, SK Past ARRL Midwest Division Director Lew Gordon, K4VX, of Hannibal, Missouri, died on February 25. He was 87. Although he had been suffering from cancer, Gordon remained active on the air until his death. Licensed in 1947, Gordon was a veteran of the Korean Conflict. After separating from the service, he attended Purdue University, earning a bachelor's degree in physics. He stepped down from the Board in 2000 at the age of 70. Cliff Ahrens, K0CA, who later also served as Midwest Division Director, called Gordon "a strong advocate for Amateur Radio," who served honorably in the US Air Force and the CIA. Gordon's first love was DX contesting, and during his active contest years as W9APY, W4ZCY, and K4VX, his station made several hundred thousand contacts. Over the years, he also mentored many young contesters, including three-time WRTC co-champion Jeff Steinman, then KR0Y, now N5TJ. Among the other budding contesters that Steinman enticed into the circle of K4VX operators was Dave Patton, NN1N, now ARRL Field Services Manager. The late Bill Fisher, W4AN, was another of Gordon's contesting prot?g?s. Patton said Gordon had a reputation in the contesting world for his high ethical standards, insisting that operators at his station abide by them, especially with respect to not exceeding the maximum legal power output. "His strength of character and contest skills led to his selection as Chief Judge at two World Radiosport Team Championship competitions," Patton said. "I was proud to be a competitor when he was there, and we were sure that the scoring was the best it could be." Gordon has been published in QST, CQ, NCJ, and in several editions of The ARRL Antenna Compendium. He said recently that he'd rather be known for the antenna-design software he wrote -- YagiMax -- and for the various antennas he's designed. YagiMax remains in use worldwide. Patton said Gordon ventured beyond contesting and DXing, equipping a local school with ham gear and teaching classes. "He licensed over 100 kids, and they all had tours of a real radio station," Patton said. "Lew was one of our real true hams, and it goes without saying that he will be missed." Read more. AMSAT-NA has designated Nayif-1 as Emirates OSCAR 88 (EO-88). The message, in Arabic, says, "The renaissance of peoples, nations, and civilizations starts with education; and the future of nations starts at their schools." Launched on February 15, the Nayif-1 satellite carries a U/V linear Amateur Radio transponder for SSB and CW and a telemetry transmitter. Nayif-1 was a joint project of the Mohammed bin Rashid Space Centre (MBRSC) and American University of Sharjah (AUS). It is the United Arab Emirates' first nanosatellite. Its approx. 45 feet. I believe I paid $100 for it . I will bring it Friday - I have all the paperwork and specifications. It ?has a matching network and sealed coil. Designed for 40 - 20 and 10 meters.I used it as a vertical antenna as I have an 85 ft oak tree in the backyard. I had the wire straight up using a lanyard system to facilitate getting it up that high.I purchased an 80 meter - 10 meter end fed replacement . It's 134ft and will use it as an inverted V. FCC Issues Amateur Radio Service Rules for 630 Meters and 2,200 Meters The Amateur Service will officially get two new bands in the near future. The FCC has adopted rules that will allow Amateur Radio access to the 630 and 2,200-meter bands, with minor conditions. A Report and Order (R&O) was released on March 29. The new rules become effective 30 days following publication in The Federal Register. The R&O, which also addresses several non-Amateur Radio issues, allocates the 472-479 kHz band (630 meters) to the Amateur Service on a secondary basis and amends Part 97 to provide for Amateur Service use of that band as well as of the previously allocated 135.7-137.8 kHz band (2,200 meters). The R&O also amends Part 80 rules to authorize radio buoy operations in the 1900-2000 kHz band under a ship station license. [http://www3.arrl.org/nl/al/image/FCC%20logo%20white-on-dk%20blue(1).jpg]"It's a big win for the Amateur community and the ARRL," ARRL CEO Tom Gallagher, NY2RF, said. "We are excited by the FCC's action to authorize Amateur Radio access for the first time on the MF and LF spectrum." The FCC said the Amateur Radio service rules it has adopted for 630 meters and 2,200 meters allow "for co-existence with Power Line Carrier (PLC) systems that use these bands." Utilities have opposed Amateur Radio use of the MF and LF spectrum, fearing interference to unlicensed Part 15 PLC systems used to manage the power grid. Amateurs operating on 472-479 kHz would be permitted a maximum equivalent isotropically radiated power (EIRP) of 5 W, except in parts of Alaska within 800 kilometers (approximately 496 miles) of Russia, where the maximum would be 1 W EIRP. Amateurs operating in the 135.7-137.8 kHz band could run up to 1 W EIRP. The FCC is requiring a 1-kilometer separation distance between radio amateurs using the two new bands and electric power transmission lines with PLC systems on those bands. Amateur Radio operators will have to notify UTC of station location prior to commencing operations. The FCC also placed a 60-meter (approximately 197 feet) above-ground-level (AGL) height limit on transmitting antennas used on 630 meters and 2,200 meters. The bands would be available to General class and higher licensees, and permissible modes would include CW, RTTY, data, phone, and image. Automatically controlled stations would be permitted to operate in the bands. More details soon, on the ARRL website. Amateur Radio Links Search for Amelia Earhart's Plane with ISS Crew, Classroom One of the enduring mysteries of the 20th century was the 1937 disappearance of famed aviator Amelia Earhart and her flight companion and navigator Fred Noonan, while she was attempting to circle the globe. It appeared that Earhart's plane went down in the South Pacific in the vicinity of Howland Island; her last-known radio transmission came from there. On February 18, a team from Nauticos -- with stratospheric explorer Alan Eustace and aviation pioneer Elgen Long, W7FT -- departed Honolulu for the vicinity of Howland Island, some 1,600 miles to the southwest, to complete the Eustace Earhart Discovery deep sea search for Earhart's lost Lockheed Electra. Nauticos provides ocean technology services to government, science, and industry. The team has been conducting a sonar survey of about 1,800 square miles of sea floor where it's believed the aircraft may rest, and Amateur Radio has provided a means to link the crew of the research vessel Mermaid Vigilance with youngsters following the expedition, as well as with the International Space Station (ISS) crew. Among those involved in the Earhart search is ARRL Midwest Division Director Rod Blocksome, K0DAS, of Iowa. Earhart was born and raised in Kansas and lived in Iowa and Minnesota. Bryan McCoy, KA0YSQ, of Iowa, also is on the Mermaid Vigilance, which is carrying out the deep-water sonar search for the lost aircraft. The team is using autonomous underwater technology provided by the Woods Hole Oceanographic Institution to image the ocean floor nearly 18,000 feet below. On March 17, the team launched the REMUS vehicle to search the depths of the Central Pacific. On March 20, another Midwesterner -- Tom Vinson, NY0V, of Minnesota -- joined other crew members in making contact with US Astronaut and ISS Commander Shane Kimbrough, KE5HOD, who was at the controls of NA1SS aboard the ISS. A couple of Russian-speaking crew members also had the opportunity to speak with one of the cosmonauts on board the ISS. Earlier, on March 15, Vinson assumed Kimbrough's role to host a question-and-answer session of his own, with Virginia fifth graders in the classroom of teacher Kathy Lamont, KM4TAY, an alumna of ARRL's Teacher Institute. The contact was routed over 20 meters from the vessel to Hawaii, and then via EchoLink to Virginia. "My kids had a lot of fun," she recounted later. Vinson said that promoting science, technology, engineering, and mathematics (STEM) education "is what we're all about," with support from Rockwell Collins. According to The Daily DX, Vinson has been on 7.027 and 7.165 MHz around 0600 UTC "and whenever I am up on the sunrise across the US." Blocksome will join him in Majuro, where they will operate April 5-7 using the V73 prefix with their home call signs. NVIS Research Paper Available A thorough and fully annotated discussion of Near Vertical Incidence Skywave (NVIS) is available in the research paper, "Radio Communication via Near Vertical Incidence Skywave Propagation: An Overview," by Ben A. Witvliet, PE5B/5R8DS, and Rosa Ma Alsina-Pag?s. [http://www3.arrl.org/nl/al/image/NVIS%20Pattern-2.JPG]First investigated in the 1920s, NVIS propagation was rediscovered during World War II as "an essential means to establish communications in large war zones such as the D-Day invasion in Normandy," the paper notes, adding that the US Army subsequently sponsored a lot of NVIS field research, especially between 1966 and 1973. More recently, NVIS has become a popular means to enable close-in communication on Amateur Radio HF bands between 3 and 10 MHZ. NVIS can be used for radio communication in a large area (200-kilometer radius) without any intermediate manmade infrastructure, and it has been found to be especially suited for disaster relief communication, among other applications, according to the paper. "A comprehensive overview of NVIS research is given, covering propagation, antennas, diversity, modulation, and coding," the Abstract explains. "Both the bigger picture and the important details are given, as well as the relation between them." As the paper describes it, in NVIS propagation, electromagnetic waves are sent nearly vertically toward the ionosphere, and, with appropriate frequency selection, these waves are reflected back to Earth. "The great reflection height of 80 to 350 kilometers results in a large footprint and homogeneous field strength across that footprint," the paper says. "Due to the steep radiation angles large objects such as mountain slopes or high buildings cannot block the radio path." As for NVIS antennas, the paper stipulates that important parameters are antenna diagram, polarization, and bandwidth. "As only high elevation angles contribute to NVIS propagation, optimizing the antenna diagram for these elevation angles will increase the effectively transmitted power and improve the signal-to-interference ratio at reception." AMSAT Reschedules Fox Series Launches AMSAT has announced that the launches of its Fox-1Cliff and Fox-1D CubeSats have been rebooked from a single launch to separate launches. Both satellites initially were set to go into space on the Spaceflight FORMOSAT-5/Sherpa mission aboard a SpaceX Falcon 9 (Sherpa is launched as a rideshare program for small, low-budget satellites). Fox-1Cliff will launch on Spaceflight's SSO-A dedicated rideshare mission aboard a SpaceX Falcon 9 scheduled to launch from California's Vandenberg Air Force Base in late 2017 or early 2018. Fox-1D will ride into orbit on an Indian Polar Satellite Launch Vehicle set to launch late this year. Spaceflight said the recently announced 2017 SpaceX manifest would have a "significant" impact on the FORMOSAT-5 mission. "We learned our launch would occur potentially much later than expected," Spaceflight President Curt Blake, said in a March 2 statement. Spaceflight rebooked its FORMOSAT-5 mission customers and found an alternative launch for each one, he said. In addition to the launch of Fox-1Cliff and Fox-1D, AMSAT is awaiting the launches of RadFxSat and RadFxSat-2. RadFxSat is currently scheduled to launch this August 29 aboard the NASA Educational Launch of Nanosatellites (ELaNa) XIV mission, as a secondary payload with the Joint Polar Satellite System (JPSS-1) on a Delta II vehicle from Vandenberg Air Force Base. RadFxSat-2 will be launched no sooner than December 2017 by Virgin Galactic on its LauncherOne air launch system from Mojave, California on the ELaNa XX mission. One of five California HRO stores, the Sunnyvale store has been consolidated as a cost-saving measure with HRO's Oakland operation. [http://www3.arrl.org/nl/al/image/HRO%20Sunnyvale-2.JPG]"We needed to make some changes in our Northern California locations," HRO National Sales Manager Steve Gilmore, W4SHG, said in a statement. "Some of the costs associated with operating in the Sunnyvale location have absolutely skyrocketed, and the traffic and parking availability in our current Sunnyvale location has become seriously problematic." Employees in the Sunnyvale store were offered positions in the Oakland shop, about 1 hour away to the north along San Francisco Bay. Store manager Jon Kelley, K6WV, told The Mercury News that the region's rising minimum wage was also a factor. He said the Oakland shop had become a gathering place for regular customers from the area. One of those regulars, Gregg Lane, KF6FNA, president of the Santa Clara County Amateur Radio Association, told the newspaper, "This is depressing. It's like the end of an era. It's like your best friend moving away." For the closing, another regular, Steve Stearns, K6OIK, organized a flash mob -- his first -- and a final celebration by local hams of the store and its staff. "More than 60 hams descended on HRO Sunnyvale on its last day of business for cake and champagne," Stearns said. "It was a surprise party for the staff and customers alike." Shuttering the Sunnyvale store leaves HRO with 13 retail outlets around the US. Last year, HRO took over the former Amateur Electronic Supply (AES) store in Milwaukee after AES went out of business. Talks on Possible 4U1UN Reactivation Continue United Nations Headquarters Amateur Radio club station 4U1UN representatives are still in talks with the UN Department of Public Information with an eye toward permanently reactivating the station. Although within the geographical confines of New York City, 4U1UN qualifies as a separate DXCC entity. "Hopefully we'll have an opportunity to plead our case to the new administration as well. Keep your fingers crossed," said a post this week on the club's Facebook page. "4U1UN might be back on the air soon!" The station was on the air for real in 2015. To commemorate the UN's 70th anniversary that fall, 4U1UN operated as 4U70UN from a station set up at a ground-level garden area within the UN Headquarters complex. Unlike 4U1ITU at International Telecommunication Union Headquarters in Geneva, 4U1UN typically is not open for guest operation but is intended for recreational use by the UN Headquarters staff. Max de Henseler, HB9RS (SK), spearheaded the effort that resulted in the approval of a specially designated UN Headquarters Amateur Radio station, 4U1UN, in early 1978 (an Amateur Radio station under the call sign K2UN had operated previously). The 4U1UN United Nations Headquarters Station was dismantled in 2010 due to extensive renovation of the Secretariat Building. Security concerns and logistics have since stood in the way of its returning to the air. All antennas have been removed from the roof, and equipment has been packed away. Options reported to be under consideration have included controlling the station remotely, putting the station on the ground floor (and running some 400 to 500 feet of feed line to the top of the building), or moving the station to another sovereign UN building. The Netherlands Modifies 5 MHz Amateur Radio Privileges to Conform with WRC-15 Telecommunication regulators in the Netherlands have scaled back considerably the liberal 60-meter privileges announced for radio amateurs in that country just days after the conclusion of World Radiocommunication Conference 2015 (WRC-15). Since December 2015, amateurs in the Netherlands have had access to a 100-kHz wide amateur band at 5 MHz, with a maximum power of 100 W. [http://www3.arrl.org/nl/al/image/VERON%20logo.gif]The Netherlands was able to do this because Article 4.4 of the ITU Radio Regulations permits countries to authorize frequency assignments that are contrary to the international Table of Allocations, only on a non-interference, non-protected basis. VERON, the IARU member society in the Netherlands, now reports that starting on April 1, Dutch radio amateurs will have to be content with the global secondary 15 kHz-wide allocation of 5351.5 kHz to 5366.5 kHz at up to 15 W effective isotropic radiated power that was agreed to at WRC-15. "This outcome of WRC 2015 is implemented by means of the present modification of the scheme," VERON said. The ARRL has petitioned the FCC to allocate a contiguous 5 MHz band in the US while retaining four of the five channels already in use. Radio amateurs in the Netherlands also will be permitted to conduct cross-band and duplex 50 MHz/70 MHz communication, starting on April 1. [Ad] College Students in Belize Introduced to Amateur Radio Not long after promoting Amateur Radio to Boy Scouts, the Belize Amateur Radio Club (BARC) introduced ham radio to University of Belize (UB) engineering students on March 22. The BARC presentation included a summary of the club's educational goals, a short video, and a lesson on Amateur Radio basics -- such as propagation and the RF spectrum, and a question-and-answer session. BARC President Emil Rodriguez, V31ER, encouraged the students to take advantage of the opportunities Amateur Radio offers to expand their skills in their fields of study -- mechanical and electrical engineering. The introduction represented a first step toward establishing a partnership between BARC and the UB Engineering Department, which envisions that students will learn such skills as antenna construction, electronic circuits, radio theory, and radio procedures necessary to obtain an Amateur Radio license in Belize. UK Museum Wants to Hear from Those Who Remember Sputnik Launch As part of an effort to tell the story of the International Geophysical Year (IGY) 60 years ago, a Cambridge, England, museum wants to hear from anyone who remembers the Soviet Union's launch of Sputnik 1 on October 4, 1957. Many radio amateurs and shortwave listeners (SWLs) of the era were among those thrilled to receive the satellite's 20 MHz beacon. The Scott Polar Research Institute Polar Museum at Cambridge University will mark the IGY anniversary later this year. [http://www3.arrl.org/nl/al/image/Sputnik%201.jpg]The IGY was a global effort to better map and understand the planet, and it put heavy emphasis on Antarctica as well as studies of space and the atmosphere. The Polar Museum exhibition recount the story of Sputnik, the establishment of scientific bases in Antarctica, and the individuals involved in the IGY. "Although largely forgotten now, the International Geophysical Year involved many thousands of people from all of the world and from all walks of life," said Museum Curator Charlotte Connelly. "We'd like to capture some of those experiences in our exhibition and show the phenomenal reach of this important moment for global science." Centennial of Amateur Radio Blackout for World War I Occurs on April 6 World War I commenced in Europe in August 1914, and the US, under President Woodrow Wilson, was determined to remain neutral. As the fighting and the enemy's resolve intensified, and Germany began sinking ships attempting to evade a naval blockade of England as well as non-military vessels -- including the Lusitania with a loss of nearly 1,200 lives -- it became inevitable that the US would enter the fray. Leaders of the newly formed American Radio Relay League encouraged the organization's 3,000 members to be prepared. [http://www3.arrl.org/nl/al/image/World%20War%20I%20%20Battle%20of%20the%20Somme.jpg]The US officially declared war on Germany and Austria-Hungary on April 6, 1917, and the US government immediately ordered most private radio stations in the US either to shut down or be taken over by the government. For the duration of WWI, it was against the law for private citizens to even own an operational radio transmitter or receiver, so amateur transmitting and receiving stations had to be disassembled. Amateur Radio operating privileges were not restored until November 1919 (QST resumed publication a few months earlier). Once the US declared war, QST editorials urged qualified amateurs to volunteer their desperately needed skills to the military. Enlistees were particularly directed to the Navy, the nation's principal service user of wireless. A specific program was developed to induct volunteer amateurs into the Naval Reserve for the duration -- the Class 4 Naval Reserve. The requirements included citizenship, the ability to pass a physical examination, and skill in sending and receiving Morse code at 10 WPM. Many volunteering radio amateurs chose to join this reserve, ARRL's first Communications Manager Fred H. Schnell, 1MO, among them. He went to sea as a chief radioman. ARRL co-founder Clarence D. Tuska received a commission as a lieutenant in the US Army Signal Corps, and he established a radio training school at Ellington Airfield near Houston, Texas. Popular with AM broadcasters, the 9300 increases the loudness of a station's audio without overmodulation, through the use of sophisticated multiband limiting and clipping. The digital processing also minimizes distortion and other unwanted side effects. The 9300 includes a fully programmable equalizer that can be tailored to voice communications. Currently, the unit is being evaluated at the ARRL Lab and will be used in conjunction with upcoming QST "Product Review" articles. Its eventual planned use will be as part of the W1AW audio chain that feeds the station's bulletin transmitters, providing a greater presence on the air. [http://www3.arrl.org/nl/al/image/OZ7IGY%20Beacon%20Site.jpg]OZ7IGY 40 MHz Beacon Shifts to Next Generation Beacons Platform: The 40 MHz OZ7IGY beacon was migrated to the Next Generation Beacons platform on March 25. The beacon was activated during a 60th anniversary event for OZ7IGY, making it the oldest ham radio beacon still on the air. The beacon was inaugurated at the start of the International Geophysical Year (IGY). The nominal frequency is 40.071 MHz. The beacon's output power is 20 W into an omnidirectional halo antenna. The OZ7IGY beacon is now frequency- and time-locked to GPS. The sequence is programmed to send PI4 (a digital mode specifically designed for beacons and propagation studies), followed by a short pause, and then the call sign and grid locator sent in CW, then a pause, and a carrier until start of the next cycle. To decode PI4, tune 800 Hz below the nominal frequency. PI4 is similar to JT4, JT9, and WSPR. Sokolov, U5FS, SK: Victor M. Sokolov, U5FS, of Izmail, Russia, died on March 25. At 103, he was among the oldest -- if not the oldest -- living radio amateurs. No formal records tracking the age of the world's radio amateurs are maintained, however. Sokolov lived through World War I, the Russian Revolution, and World War II, and told interesting stories of his wartime experiences, including the Kerch landing (Russian troops crossed the Kerch Strait in December 1941 in an effort to regain control of Crimea). Estimated planetary A indices were 11, 6, 4, 4, 54, 28, and 21, with a mean of 18.3. Estimated mid-latitude A indices were 9, 7, 3, 3, 34, 22, and 17, with a mean of 13.6.
