But police allegedly followed a homing signal from the stolen emergency locator transmitter right up to a closet door in his Winchester apartment Saturday. He was arrested on suspicion of second-degree burglary and first-degree theft. The 22-year-old is charged with breaking into a hangar at the Roseburg Regional Airport Friday night and taking the transmitter and other items, according to a Roseburg Police Department press release. "It's to allow us to find a downed aircraft," said Tom Hyers, coordinator of the Amateur Radio Emergency Services Division of the Douglas County Search and Rescue team. The radio team provides communications support for search and rescue and other emergency operations in the county, including plane crashes. The device transmits a signal to a satellite receiver, which then relays the transmitter's geographical coordinates to authorities at Langley Air Force Base in Virginia. Langley sent the information to the Oregon Operations of Emergency Management Saturday, which notified officials in Douglas County that a signal had been transmitting since that morning. "It's probably the size of a king-size carton of cigarettes," Hyers said. The yellow device also has a small antenna, internal batteries, and is designed to withstand the force of a moderate airplane crash. "Almost all small aircraft have these aboard them," Hyers said, adding they are not as strong as the famous "black box" recorders found in commercial aircraft. There are two ways to begin transmitting from the ELT, Hyers said. It can either be turned on manually, or triggered by a centrifugal switch when an airplane makes a hard landing. He did not know whether Register tripped the switch inadvertently or had done so while playing around with it. As soon as Hyers and his partner, Tim Clauson, were notified that a signal was transmitting from somewhere in the county, they began narrowing down its location using sophisticated electronic tracking equipment. "It took us about two hours to home into this," Hyers said. "We knew it was in the Roseburg area." Hyers and Clauson, both volunteers, climbed the hills above Roseburg to plot the signal's course before deciding it was coming from an apartment complex in Winchester. "Once it put us into that complex we kept working the signal, very cautiously adjusting our equipment until we could arrive at exactly what apartment," he said. "At that point, it became a law enforcement operation." Officers from the Douglas County Sheriff's Office and the Roseburg Police Department arrested Register at his apartment, according to the Roseburg Police release. They are also investigating a possible connection between Friday's burglary and a theft from an airport hangar on Aug. 20. Posbergh Alfred C. Posbergh of Scotch Plains, NJ passed away peacefully with family by his side on February 15, 2017. He was 93 years old. Born August 23, 1923, he was the son of Herman and Julia (Corcoran) Posbergh. He was raised in Plainfield, NJ and graduated from Plainfield High school in 1942. He lived in Scotch Plains for the last 55 years. Al was a U.S. Army veteran having served in the South Pacific during WWII with the 230th Signal Operation Company. He was honorably discharged in 1946. He worked at Western Electric for 41 years, first as an installer and then as a supervisor, retiring in 1983. Al was an avid amateur radio operator for over 65 years. He was a member of the ARRL, QCWA, and the ETS of NJ radio club and received numerous awards and recognition related to this hobby. His friendships and contacts made through ham radio provided endless pleasure and companionship. He was also an avid gardener and amateur photographer throughout his life. He was a lifelong Catholic and a communicant of Immaculate Heart of Mary Church in Scotch Plains since its inception. His family meant the world to him. Preceded in death by his beloved wife Bertha Loeser Posbergh in 1978, he is survived by his four children and their spouses: Thomas Posbergh (Alice Wu), Patricia Posbergh Peddie (Thomas Peddie), Kevin Posbergh (Susan Wengryn Posbergh) and Lynn Posbergh (Glenn Mackin). Al was blessed to have eight grandchildren whom he adored: Anna Posbergh, Matthew, Brian and Rachel Peddie, Erin and Christian Posbergh, and Sarah and Emily Mackin. Services will be held at Memorial Funeral Home, 155 South Ave., Fanwood on Tuesday at 11AM. Visitation will be at the funeral home on Monday from 4-7PM and on Tuesday from 10AM until the service. Born August 23, 1923, he was the son of Herman and Julia (Corcoran) Posbergh. He was raised in Plainfield, NJ and graduated from Plainfield High school in 1942. He lived in Scotch Plains for the last 55 years. Al was a U.S. Army veteran having served in the South Pacific during WWII with the 230th Signal Operation Company. He was honorably discharged in 1946. He worked at Western Electric for 41 years, first as an installer and then as a supervisor, retiring in 1983. Al was an avid amateur radio operator for over 65 years. He was a member of the ARRL, QCWA, and the ETS of NJ radio club and received numerous awards and recognition related to this hobby. His friendships and contacts made through ham radio provided endless pleasure and companionship. He was also an avid gardener and amateur photographer throughout his life. He was a lifelong Catholic and a communicant of Immaculate Heart of Mary Church in Scotch Plains since its inception. His family meant the world to him. Preceded in death by his beloved wife Bertha Loeser Posbergh in 1978, he is survived by his four children and their spouses: Thomas Posbergh (Alice Wu), Patricia Posbergh Peddie (Thomas Peddie), Kevin Posbergh (Susan Wengryn Posbergh) and Lynn Posbergh (Glenn Mackin). Someone from bloomfield, NJ has already purchased probably the good stuff and listed them for sale on eBay. Brian, the husband of L. Riley's daughter, does not have an itemization of what is available but if anyone is interested in looking over the items he can be reached at 732-672-6009. He lives in Somerset NJ. I informed Brian that without a list the best I could do is broadcast a message to the clubs I'm associated with. If any of the clubs want to send someone to view the items its possible there are items that can be purchased and used as a fund raising activity for the club at a hamfest. The League also asked the Commission to keep four of the current five 60-meter channels - one would be within the new band - as well as the current operating rules, including the 100 W PEP effective radiated power (ERP) limit. The federal government is the primary user of the 5 MHz spectrum. The FCC has designated the League's Petition as RM-11785 and put it on public notice. Comments are due Monday, March 20. ARRL plans to file comments in support of its petition. The proposed ARRL action would implement a portion of the Final Acts of World Radiocommunication Conference 2015 (WRC-15) that provided for a secondary international allocation of 5,351.5 to 5,366.5 kHz to the Amateur Service; that band includes 5,358.5 KHz, one of the existing 5 MHz channels in the US. The FCC has not yet acted to implement other portions of the WRC-15 Final Acts. "Such implementation will allow radio amateurs engaged in emergency and disaster relief communications, and especially those between the United States and the Caribbean basin, to more reliably, more flexibly and more capably conduct those communications [and preparedness exercises], before the next hurricane season in the summer of 2017," ARRL said in its petition. The League said that 14 years of Amateur Radio experience using the five discrete 5-MHz channels have shown that hams can get along well with primary users at 5 MHz, while complying with the regulations established for their use. "Neither ARRL, nor, apparently, NTIA is aware of a single reported instance of interference to a federal user by a radio amateur operating at 5 MHz to date," ARRL said in its petition. NTIA - the National Telecommunications and Information Administration, which regulates federal spectrum - initially proposed the five channels for Amateur Radio use. In recent years, Amateur Radio has cooperated with federal users such as FEMA in conducting communication interoperability exercises. The League said in its petition that while the Amateur Radio community is grateful to the FCC and NTIA for providing some access to the 5-MHz band, "the five channels are, simply stated, completely inadequate to accommodate the emergency preparedness needs of the Amateur Service in this HF frequency range," ARRL said. Access even to the tiny 15-kHz wide band adopted at WRC-15 would "radically improve the current, very limited capacity of the Amateur Service in the United States to address emergencies and disaster relief," ARRL said. The WRC-15 Final Acts stipulated a power limit of 15 W effective isotropic radiated power (EIRP), which the League said "completely defeats the entire premise for the allocation in the first place." ARRL said the FCC should permit a power level of 100 W PEP ERP, assuming use of a 0 dBd gain antenna, in the contiguous 60-meter band. "To impose the power limit adopted at WRC-15 for the contiguous band would render the band unsuitable for emergency and public service communications," the League said.
