Many others are injured or missing, and search crews are scrambling to find survivors in the rubble. An emergency Amateur Radio network was activated on 40 meters (7.093-7.095 MHz, to support the relief and recovery effort. Heavy rainfall in Colombia's Putumayo Province triggered the mud and rockslide after a river burst its banks and debris swept into the town, burying homes and residents. President Juan Manuel Santos declared a state of emergency after visiting the town. Nearly 1,300 National System for Risk and Disaster Management (SNGRD) team members are at work in the area. A flotilla of aircraft, vehicles, and watercraft has been deployed for the effort. -- Thanks to UNGRD Director Carlos Iv?n M?rquez P?rez; IARU Region 2 Revised Memorandum of Understanding between ARRL and FCC Still a Work in Progress The ARRL Executive Committee (EC) has directed that work begin on finalizing the language of a revised memorandum of understanding between ARRL and the FCC regarding the Amateur Auxiliary (Official Observer) program. The EC met on March 25 in Aurora, Colorado. The panel, which acts on behalf of the ARRL Board of Directors between its regular meetings, heard an update on the Official Observer Program Revitalization Study from ARRL Second Vice President and committee chair Brian Mileshosky, N5ZGT, who said his committee plans to present final recommendations later this year on revamping the Amateur Auxiliary, for ultimate consideration by the full Board. [Rick Lindquist, WW1ME, photo] In his remarks, General Counsel Chris Imlay, W3KD, was complimentary of new FCC Chairman Ajit Pai and told the EC he thinks enforcement efforts may be more successful in the future, due to the new chairman's interest in the issue. Imlay also said the new chief of the Enforcement Bureau, Michael Carowitz, is reported to be "amateur friendly." He told the EC that he foresees a potential window of opportunity for improved spectrum enforcement work, as well as the opportunity to build a stronger working relationship with the FCC on all issues. The ARRL's Articles of Incorporation and Bylaws came up for discussion. A thorough review by Imlay and ARRL International Affairs Vice President Jay Bellows, K0QB -- also an attorney -- that was directed by ARRL President Rick Roderick, K5UR, identified several areas that should be addressed. Imlay's and Bellows' observations were presented to the EC for discussion, and the two attorneys were instructed to continue work on the project, building on input received from the EC. The EC was briefed on a report from the League's Connecticut corporate counsel Day Pitney LLP on ARRL organizational governance, with a view to modernizing it and bringing it into full compliance with Connecticut statutes. President Roderick chaired the session. In his remarks to the EC, he emphasized the need for all ARRL Divisions to focus harder on growing membership. ARRL CEO Tom Gallagher, NY2RF, offered an optimistic report on January-February ARRL finances, noting solid financial results with income above projections. Gallagher told the EC that the Membership Working Group continues to identify ways to increase membership, especially among former members or those who have never belonged to the League. The working group is developing a "lifelong learning plan" to encourage activity and development among all age groups. ARRL Entry-Level License Committee Digs in to Study Survey Results As its April 7 online survey deadline approaches, the ARRL Board of Directors' Entry Level License Committee is preparing for a deep dive into what turned out to be an overwhelming response. Committee Chair and New England Division Director Tom Frenaye, K1KI, said the survey's 8,000 responses, when perhaps 1,500 were anticipated, reflects the high degree of interest in the overall topic. Established by the Board in 2016, the Committee has been gathering input from the Amateur Radio community with an eye toward recommending either a makeover of the Technician license or an altogether new entry-level Amateur Radio license class. [Steve Ford, WB8IMY, photo] "I think it's our job to come up with the two best proposals," said Frenaye, conceding that the committee's work is fraught with details that include reaching a consensus both within the Amateur Radio community and at the FCC, which pays little attention to Amateur Radio generally. For his part, Frenaye started out thinking that a new entry-level license would be the answer, but now he's leaning more toward changing up the Technician license, in part because he thinks the FCC may be reluctant to create a fourth license class after whittling the number to three in 1999. It's not just about numbers, but Amateur Radio's future. Amateur Radio growth, at approximately 1% a year, is "pretty good," Frenaye conceded, and in tune with US population growth, but he thinks it could be better, and a big step in that direction is to take a hard look at ham radio's entry gate. He suggested a new pool of prospective radio amateurs might be more drawn to the hobby from the Maker movement, for example, or from among those who tinker with computer technology or experiment with electronics -- areas with high appeal to some young people. Frenaye said a lot of young newcomers don't seem to find the current license manual very enticing, possibly due to the Amateur Radio terminology and the manual's 12th-grade reading level, which he believes should be lower. One interesting statistic plucked from the survey: Just 23% of recently licensed Technicians went through a club, while 65% studied on their own. The current Technician license is mainly a VHF/UHF license, Frenaye pointed out, with limited privileges on HF, where he believes a lot of newcomers would prefer to operate. "Either the test covers material that's not needed for a newcomer, or the privileges don't match well enough with what a newcomer needs to see in ham radio in order to decide whether to continue," he said. Technician licensees have only CW privileges on HF below 10 meters, "and CW isn't even a requirement anymore," Frenaye pointed out. He suggested some HF digital privileges may provide one incentive. Whether it's retooling the Technician license to offer newcomers a larger, more attractive slice of Amateur Radio privileges or developing the framework for an entirely new entry-level license, the panel wants to see a more relevant examination with privileges more appropriate to newcomers and better outreach "on both sides of the license" -- from exam preparation to operator training and mentoring. Frenaye is not afraid to respond to critics who say the entry-level license effort and such initiatives as reaching out the Maker Movement are just ARRL ploys to boost the Amateur Radio population and, in turn, League membership. "I guess the answer to that is, 'Yes, what's wrong with that?'" he said. "The more trained ham radio operators we have, the more likely we are to actually be able to keep our bands and maybe get new ones." The committee has only looked at the first "several thousand" survey responses, Frenaye said. The hard work lies ahead. "It's going to take a little time to sort through it all," Frenaye allowed, adding that the committee hopes to have a report to the Board of Directors in July. [Ad] The Doctor Will See You Now! "Notwithstanding a Series of Obstacles," Kids in French Guiana Speak with Space Station It seemed nothing was going to stand in the way of nine youngsters and their two teachers from Trois Pal?tuviers (Three Mangroves) School in French Guiana, South America, and their chance to speak with Astronaut Thomas Pesquet, KG5FYG, on the International Space Station via an Amateur Radio link. The Amateur Radio on the International Space Station (ARISS) contact was set for March 23. [http://www3.arrl.org/nl/al/image/Pesquet-Fr%20Guiana%20QSO-1.JPG] These youngsters in French Guiana and their teachers were very determined to speak with Astronaut Thomas Pesquet, KG5FYG, on the ISS. "I love talking to kids, their questions are often better than adults' questions!" Pesquet said on his Facebook page, which has a little video that tells the story of the contact. A small village of 180 inhabitants between the Amazonian Forest and the Oyapock River -- a natural border with Brazil -- Trois Pal?tuviers isn't all that easy to get to. It is accessible only by dugout canoe; the voyage takes about an hour. At the school, there is no electricity during the day, no internet; and only recently has telephone service become available. The village population is exclusively Native American, many residents having strong ties with Brazil. The school has about 50 students in two classes. [NASA photo] To reach the location where the students would speak with Pesquet entailed not only the hour-long canoe trip but a 3-hour bus journey, and things did not quite go as planned. As the bus neared its destination, the passengers learned that roads to both their primary and back-up locations were blocked due to a strike. The only solution was to use a teacher's mobile telephone. That's how the students and their teachers ended up in the small kitchen of a private home. The contact was a "telebridge," with W6SRJ in California serving as the Earth station for NA1SS and two-way audio provided via telephone to the contact site, where the youngsters planned to ask a dozen or so questions (they had 17 ready) in French. "Notwithstanding a series of obstacles, the radio conversation between the students and astronaut Thomas Pesquet was a success," one of the teachers said. "This was Amateur Radio at its best." Club Log is Now a Logbook of The World Trusted Partner Club Log has become the first logging service to achieve Trusted Partner? status for Logbook of The World? (LoTW), ARRL and Club Log have announced. Radio amateurs holding LoTW "call sign certificates" who have uploaded logs to Club Log now can readily cross-post them to the highly secure LoTW -- the world's largest repository for confirming Amateur Radio contacts. [http://www3.arrl.org/nl/al/image/lotw-logo.jpg]The Trusted Partner program defines the requirements for an online service to store user credentials with acceptable security. All LoTW users, whether or not they work through Club Log as a Trusted Partner, are responsible for ensuring the security of their credentials. Individuals who rely on a Trusted Partner site for security have met the requirement to keep LoTW and their credentials secure. Users who allow their call sign certificates to be compromised or who knowingly exploit compromised credentials may lose the privilege of using LoTW and participating in ARRL-sponsored award programs. Club Log has implemented security at the level required by the Trusted Partner program, as verified by ARRL's Information Technology Department. Trusted Partners are re-verified periodically to remain in the program. More information on technical specifications and on current Trusted Partner program members is available on the ARRL website. Other logging sites are invited to join the program by implementing the Trusted Partner standard. [Ad] Midway and Kure Islands Placed on List of Deleted DXCC Entities Midway and Kure Islands have been placed on the list of deleted DXCC entities, effective as of August 26, 2016. This came about as an unintended consequence of action last summer by then-President Barack Obama that expanded the Papah??naumoku??kea Marine National Monument to include the northwestern Hawaiian Islands west of Ni'ihau Island, making it the largest contiguous protected conservation area under the US flag. [http://www3.arrl.org/nl/al/image/DXCC.jpg]Midway (KH4) had qualified for DXCC status by virtue of its being governed by a separate administration. Because it is now under the administration of Papah??naumoku??kea Marine National Monument, it becomes a deleted entity. Approximately 50 people live on Midway, including US Fish and Wildlife Service staffers and contractors. The Battle of Midway, a turning point in the Allied World War II Pacific Campaign, took place in June 1942. Now uninhabited, Kure Island (KH7K), a part of Hawaii, is separated from the rest of the state by Midway; because of that, it had qualified for DXCC status under Section II, 2 (b) (iii) of the DXCC Rules -- separation from its "parent" Hawaii. Midway Island's change in DXCC status in turn made Kure Island no longer eligible for DXCC status, because Kure no longer is separated from the rest of Hawaii by intervening land or islands that are part of another DXCC entity. Kure Island once was home to a US Coast Guard LORAN station, remnants of which are still evident. It has been a state wildlife sanctuary since 1981. Neither Midway nor Kure was able to be activated without prior permission, and then only for a planned DXpedition. Only contacts made on August 25, 2016, or earlier will count for these two entities. Same-Band "Dueling CQs" Now Prohibited in All ARRL Contests ARRL has clarified its rules for all contests to clearly prohibit the practice of interleaved CQs -- also known as "dueling CQs" -- on two or more frequencies in the same band. The clarification is an extension of existing rules that permit only "one transmitted signal," and it formalizes what had been a "gentleman's agreement." [http://www3.arrl.org/nl/al/image/ARRL_Flag_wavy_large.JPG]"ARRL reviewed it, concurred that this is technically occupying two channels, and in consultation with several members of the Board of Directors -- who had been contacted by concerned parties -- and the Programs and Services Committee, it was concluded we needed to 'clarify' our existing rules," ARRL Contest Branch Manager Bart Jahnke, W9JJ, said. An explanatory paragraph points out, "The intent of the rules has always been that a participant would use/occupy only a single channel in a given band, changing frequency in band from time to time, leaving a CQ frequency to work a multiplier or to change the CQing frequency as band occupancy or changing propagation dictated, and this rule's clarification will now give the needed added clarity to that intent." The issue arose when a multioperator team successfully employed in-band interleaved CQs in the last ARRL International DX SSB event, substantially boosting their score. The topic subsequently occupied a lot of bandwidth on the CQ-Contest reflector, where elite contester Frank Donovan, W3LPL, observed, "That doesn't make it right for [a contest station] to follow this practice that is generally understood to be unacceptable behavior by all of the rest of us." At the time of the event, however, ARRL rules did not explicitly prohibit the practice, and, as another top contester, Steve London, N2IC, asked, "Falls under the 'what is not specifically prohibited is allowed' rule?" The update brings ARRL's contest rules in line with those of CQ-sponsored contests, which already prohibit the practice of in-band, interleaved CQs. The IARU HF Championship Contest bans the practice for multioperator entries. Read more. New Rookie Roundup Rules Go into Effect for SSB Event on April 17 You might be a rookie and not even know it! The definition of a rookie has been changed for the Rookie Roundup, making it possible for more radio amateurs to qualify for the "Rookie" category. Rookie Roundup is a 6-hour operating event aimed at radio amateurs licensed for 3 years or less. Starting with the April 17 SSB event, however, operators licensed before 2015 may enter as Rookies, if they made their first Amateur Radio contact during 2015, 2016 or 2017 -- or if they have never made a contact using the mode of the Rookie Roundup (i.e., SSB for April, RTTY for August, and CW for December). These operators should send 2017 in their exchange, and those qualifying for either of these reasons will be Rookies only for 1 year. Rookie Roundup is the third Sunday in April (SSB), August (RTTY), and December (CW). Rookies may work any station. Non-Rookies may only work Rookies. "Until now, blind hams worldwide have not had any accessible program to work PSK31," McDonald said. "Now they do." Murdock was a US Air Force veteran, who flew 300 combat missions as a B52 radar navigator. He also worked as a substitute teacher for 15 years. Murdock served as ARRL Sacramento Valley Section Manager from 2007 until 2015. He was an Emergency Coordinator from 2005 to 2008, and he was serving as Affiliated Club Coordinator, Assistant Section Manager, Bulletin Manager, and Official Bulletin Station. [http://www3.arrl.org/nl/al/image/ARRL%20Diamond%20logo.png]VHF/UHF/Microwave Pioneer Don Hilliard, W0PW, SK: A pioneer on VHF, UHF, and microwave bands, and the designer of a popular Yagi model, Don Hilliard, W0PW (ex-W0EYE), of Clayton, Oklahoma, died on March 25 following a lengthy period of ill health. An ARRL member, he was 81. " Over the decades, Don made numerous contributions to the hobby and specifically in the VHF, UHF, and microwave arena of Amateur Radio," said Bill Mc Caa, K0RZ . "He was a pioneer in developing the first amateur equipment for the 900 MHz band in 1983 in anticipation of the band becoming available for amateurs. Don was a founding member of the Central States VHF Society in 1967, as well as of the Microwave Update in 1985." Hilliard's Yagi design, based on unpublished work by Peter Biezbicke at the National Bureau of Standards, was legendary in the VHF/UHF community. The antenna was described in "The World Above 50 MHz" ("15-Element Yagi by W0EYE") in the January 1972 edition of QST. Hilliard also authored articles for QST and QEX. Jones was a professor in the Department of Learning Technologies within the College of Information at the University of North Texas, where he received his bachelor's and master's degrees. He received his Ph.D. in Curriculum and Instruction at the University of Texas, and was the author of numerous scholarly articles. He served as TAPR's president from 1993 until 1999. "I am very proud of my time at TAPR," he once wrote. "I was able, with the help of so many, to take TAPR from the brink of going away into a strong, living organization that 10 years later is still doing important research and education in Amateur Radio digital communications." FCC Issues Amateur Radio Service Rules for 630 Meters and 2,200 Meters," in the March 30 edition of The ARRL Letter, requires clarification regarding the effective date of the new rules. The fact that the new rules contain a new information-collection requirement -- notification of operation to the UTC -- makes it difficult to predict an effective date. According to the FCC Report and Order (R&O), the Office of Management and Budget (under the Paperwork Reduction Act) must first approve the information-collection requirements in ?97.303(g)(2) of the amended rules. The panel, which acts on behalf of the ARRL Board of Directors between its regular meetings, heard an update on the Official Observer Program Revitalization Study from ARRL Second Vice President and committee chair Brian Mileshosky, N5ZGT, who said his committee plans to present final recommendations later this year on revamping the Amateur Auxiliary, for ultimate consideration by the full Board. In his remarks, General Counsel Chris Imlay, W3KD, was complimentary of new FCC Chairman Ajit Pai and told the EC he thinks enforcement efforts may be more successful in the future, due to the new chairman's interest in the issue. Imlay also said the new chief of the Enforcement Bureau, Michael Carowitz, is reported to be "amateur friendly." He told the EC that he foresees a potential window of opportunity for improved spectrum enforcement work, as well as the opportunity to build a stronger working relationship with the FCC on all issues. There will be an Exercise covering NNJ and SNJ - ARES and RACES EXERCISE EXERCISE EXERCISE Gotham Shield is a Regional Exercise by the Red Cross, funded by FEMA, to help test how the agency would respond to a major disaster in the NY region. Communications wise, the test aims to find out strengths and weaknesses in response when EMP takes out cell phones and electronics in the affected areas, roughly a 20 kilometer circle, and there has to be a response for a mass casualty incident. The exercise will look at what happens when the phones are out on the commercial side, and how government nets(800 MHZ and MARS), their support nets (ARES/RACES), and EmComm and r egular ham nets communicate in passing exercise traffic. All contacts counting toward the Marconi Award must be made on HF with registered stations, but other participating stations do not need to be registered to claim awards. The event is not a contest but an opportunity for amateurs around the world to make point-to-point contact with historic Marconi sites using HF communication techniques descended from those used by Marconi, and to earn an award certificate for working or hearing a requisite number of Marconi stations. There are two categories. Transmitting amateurs attempt to complete contacts with 15 of the official award stations, while shortwave listeners attempt to log two-way communications made by 15 of the official award stations. FCC Proposes Levying Huge Fine on New York Police Radio Jammer The FCC has proposed imposing a fine of more than $400,000 on a Queens, New York, man who has admitted making unauthorized transmissions on New York City Police Department (NYPD) radio frequencies, maliciously interfering with NYPD officers' communications. Jay Peralta, 20, is alleged to have transmitted false bomb threats, false claims of criminal activities involving firearms, false distress calls from purported NYPD officers, and threats against individual NYPD officers. The unauthorized transmissions began a year ago, according to the FCC. [http://www3.arrl.org/nl/al/image/FCC%20logo%20white-on-lt%20blue.jpg]"Through his actions, as he described them to the NYPD, Mr. Peralta has demonstrated not only a deliberate disregard of the Commission's authority and rules, but of the safety of NYPD officers and the public that they are called to serve and protect," the FCC said in a Notice of Apparent Liability (NAL), issued on April 14. "Commission action in this context is therefore essential to safeguard authorized operations on spectrum licensed for public safety uses, and, accordingly, a substantial penalty appears warranted." The FCC said the NAL addresses nine unauthorized and interfering transmissions that Peralta has admitted to the NYPD that he made on its radio system. According to the FCC, Peralta's unauthorized transmissions included false bomb threats, false claims of criminal activities involving firearms, false distress calls from purported NYPD officers, and threats against individual NYPD officers. FCC Chairman Ajit Pai said that with the NAL, the FCC is making it "abundantly clear that it will not tolerate unauthorized and illegal use of the radio spectrum." The entire Commission now must sign off on such proposed fines, and Pai said he was grateful to his fellow FCC members for "agreeing to act swiftly and strongly" in the matter. "This may not be a typical pirate radio case in which an unauthorized operator inflicts damage on a radio broadcaster that is operating with a valid FCC license," Pai said, "but it does involve unauthorized interference to critical public safety communications systems." Peralta was arrested last fall, along with two other men suspected of committing several robberies. [Ad] ARISS Gains Visibility at National Science Teachers Association Conference The Amateur Radio on the International Space Station (ARISS) program gained some valuable visibility at the 2017 National Science Teachers Association (NSTA) national conference, March 27-April 2, in Los Angeles. ARRL Education Services Manager Debra Johnson, K1DMJ, represented ARISS and ARRL at the annual gathering. The ARISS Team shared a booth with a few other educational programs under the Center for Advancement of Science in Space (CASIS) Space Station Explorers umbrella. CASIS is an important sponsor of the ARISS program and the sole manager of the ISS US National Laboratory. "While at the NSTA, I had opportunities to speak with several curriculum developers, pointing up the importance of including radio and wireless communications in their physical science curricula," she added. Johnson said the NSTA conference also allowed an opportunity to engage in some team building with other program representatives, discussing ideas for future collaboration. ISS Packet System Returns to VHF The Amateur Radio on the International Space Station (ARISS) packet digipeater system is again operating on VHF -- 145.825 MHz. The failure of an Ericsson handheld VHF transceiver on board the ISS last fall had caused ARISS to shift packet operation to 70 centimeters. In February, a cargo resupply mission delivered a new Ericsson 2-meter handheld to replace the one that had failed, which had been used in the Columbus module for school group contacts and for Amateur Radio packet. The Ganga Sagar fair and pilgrimage, held on Sagar Island's southern tip in the Ganges Delta on the Bay of Bengal, attracts a huge number of people, and the club typically fields a special event station for the occasion. But each year, a number of visitors simply lose their way. This year, the Chief Medical Officer of Health for the region once again reached out to the club for its help. "Some people are admitted [to the hospital] at the time of Sagar Mela, and after the end of mela, many patients are waiting to return to their homes," WBRC founder and secretary Ambarish Nag "Raju" Biswas, VU2JFA, told ARRL. "But some patients are not able to reach their destination on their own, and no family members have claimed them." WBRC members contact other radio amateurs in the home states of those who have become separated or, in some cases, just become lost, to reconnect them with their families and help them on their way. Recently, a 25-year-old man -- a Tamil speaker not in town for the fair -- became hurt and lost and was hospitalized. Biswas, who does not speak Tamil, enlisted the assistance of another club member, T. Gopinath, VU3ZHC, who was able to translate. Armed with some information from the man and a photo, the club members, working for more than a month through ham radio and social media, were able to get in touch with the man's family in the Vellore district. "When we met him, he could hardly speak. He had head injuries," Biswas said. They were able to determine that the young man, who was headed for Gujarat state for work, had ended up in Kolkata by mistake and had lost all his belongings on a train. The young man's father and brother came to West Bengal with documents to prove his identity, and the hospital and local authorities reunited him with his family. He remains in the hospital in West Bengal. "We are trying our best," Biswas said. "We found 563 persons this Sagar Mela." He said others also remain in the hospital and in limbo. A man in his 60s who had attended the mela awoke in the hospital after becoming separated from his family, which had returned home to Bihar state without him, assuming he was lost. Although the path of totality will move over Oregon then southeastward toward South Carolina, he believes radio amateurs north of the border can take advantage of this "very exciting celestial event," as those in the US will be doing, and may have an edge of sorts. Members of the Ham Radio Science Citizen Investigation (HamSCI) in the US will sponsor a Solar Eclipse QSO Party (SEQP) to conduct their own research. "The effects of the solar radiation on the propagation of radio waves will be equally or more exciting." Schwarz said it may appear that Canada won't be a part of the solar eclipse, but British Columbia (BC) will have up to 95% coverage, he pointed out. "As the solar eclipse is moving over the planet, it is leaving a canyon of de-ionized gas on the ionosphere in altitudes of about 100 to 300 kilometers," Schwarz said. "This puts Canada -- and especially Ontario -- in a very good position to get really long signal paths to the horizon toward the south. Southern Ontario will be in the best location to make contacts into the southern and western US and Central America. In southern BC, we can aim our antennas right down the length of the propagation anomaly and reach the Caribbean and southeastern US." Schwarz said timing is important, because the gas will ionize again after the solar shadow has passed. The entire passage across North America will be approximately 90 minutes. Jay Peralta, 20, is alleged to have transmitted false bomb threats, false claims of criminal activities involving firearms, false distress calls from purported NYPD officers, and threats against individual NYPD officers. The unauthorized transmissions began a year ago, according to the FCC. [http://www3.arrl.org/nl/al/image/FCC%20logo%20white-on-lt%20blue.jpg]"Through his actions, as he described them to the NYPD, Mr. Peralta has demonstrated not only a deliberate disregard of the Commission's authority and rules, but of the safety of NYPD officers and the public that they are called to serve and protect," the FCC said in a Notice of Apparent Liability (NAL), issued on April 14. "Commission action in this context is therefore essential to safeguard authorized operations on spectrum licensed for public safety uses, and, accordingly, a substantial penalty appears warranted." The FCC said the NAL addresses nine unauthorized and interfering transmissions that Peralta has admitted to the NYPD that he made on its radio system. According to the FCC, Peralta's unauthorized transmissions included false bomb threats, false claims of criminal activities involving firearms, false distress calls from purported NYPD officers, and threats against individual NYPD officers. FCC Chairman Ajit Pai said that with the NAL, the FCC is making it "abundantly clear that it will not tolerate unauthorized and illegal use of the radio spectrum." The entire Commission now must sign off on such proposed fines, and Pai said he was grateful to his fellow FCC members for "agreeing to act swiftly and strongly" in the matter. "This may not be a typical pirate radio case in which an unauthorized operator inflicts damage on a radio broadcaster that is operating with a valid FCC license," Pai said, "but it does involve unauthorized interference to critical public safety communications systems." Peralta was arrested last fall, along with two other men suspected of committing several robberies. Following that, I also found a link that provides the New Jersey DMV perspective. Enjoy! Given the concern that many hams have regarding the new ?Distracted Driving Law? that went into effect in New York this past July, particularly since the law increased the penalty to 5 points on a license, I recently asked the New York State Department of Motor Vehicles Counsel?s office for an explanation of both the cell phone and distracted driving laws and how they apply to hams. The opinion, which I just received, can be found [HERE ]. I suggest that you read it thoroughly. It?s very detailed but simply put, it says the following: 1. The use of two-way radios that are not connected to a public switched telephone service does not violate the ?Cell Phone Law.? Therefore, operating a ham radio does not violate the law (Section 1225-c). 2. If the equipment in the car is not capable of violating the distracted driving law (including sending text messages, pictures, e-mail, other electronic data, etc.), then the operator is not in violation of the ?Distracted Driving Law? (Section 1225-d). 3. Even if the equipment is capable of violating the law (including sending text messages, pictures, e-mail, other electronic data, etc.), as long as it?s not used in such a manner the operator of the equipment is not violating the ?Distracted Driving Law? (Section 1225-d). In other words, if you are just talking on your radio, you are not in violation of the law. Please understand that the opinion carries the disclaimer that it is not binding upon prosecutors, law enforcement, or the judiciary. You may still be stopped, issued a summons, and have to appear in court to plead your case. Participants Log Nearly 1,500 Contacts The numbers are in, and the first AM Rally, April 1-3, was a huge success, with nearly 1,500 contacts reported on the 72 logs submitted. Unique call signs logged numbered 664. Event co-organizer Clark Burgard, N1BCG, feels the actual number of contacts was quite a bit larger, because not all participants submitted logs, although logs continue to trickle in past the entry deadline. Burgard said he's been hearing a lot of newcomers on AM lately, and he believes the AM Rally is a factor. [http://www3.arrl.org/nl/al/image/KB1VWC%20Heathkit%20Collection-1.jpg] Stephen Harris, KB1VWC, in Massachusetts obviously is a major Heathkit fan. He operated several rigs from his collection during the AM Rally. "Perhaps the most endearing moments were an exchange between an op who got his General and an IC-7300 just in time for the event, and a report from an old timer, who said that he'd 'dusted off my DX-100 and got her ready a week early for the Rally. First time back on AM since 1969,'" Burgard recounted. "This was just a sample of the positive spirit shared that weekend." Burgard said that several AM "tall ships" anchored throughout the bands greeted newcomers and helped all to make some easy contacts. The top stations in terms of total contacts were W1AW at ARRL Headquarters in Connecticut; and Steve Cloutier, WA1QIX, and Stephen Harris, KB1VWC, both in Massachusetts. W1AW and Cloutier -- an AM Rally co-organizer with Burgard and others -- are ineligible to receive certificates, however. W1AW logged 178 contacts in 29 states, while WA1QIX made 138 contacts in 26 states, and KB1VWC snagged 132 contacts in 28 states. Rounding out the top five were inveterate AMer Paul Courson, WA3VJB, in Maryland, with 121 contacts in 28 states, and John Bogath, N2BE, in New Jersey, with 57 contacts in 29 states. Some of the stations submitting logs worked just a single contact. "Considering the solar flare, which wiped out the lower bands for a significant portion of the event, it was an amazing turnout," Cloutier told ARRL. "For the future, it would be better to have the event in February -- better propagation and less static, and a good thing to cure cabin fever." ________________________________ The View from W1AW W1AW operator and ARRL Assistant Lab Manager Bob Allison, WB1GCM, offered his observations about working the AM Rally from the Maxim Memorial Station. Throughout the weekend, the AM windows were very busy with radio amateurs operating AM mode using vintage vacuum-tube and solid-state equipment. Transmitters heard ranged from World War II-era BC-610s to Johnson Desk Kilowatts and other heavy metal, such as converted AM broadcast transmitters and solid-state homebrew units using Class E modulation. Plenty of name-brand transceivers were on the air, and many operators were excited to use AM for the first time. The on-air atmosphere was relaxed and cordial, with operators sharing their ham radio experiences and equipment used. [http://www3.arrl.org/nl/al/image/W1AW-Summer-640w(1).jpg]In the past couple of years, many manufacturers of Amateur Radio transceivers have made their equipment sound good and talk well on AM, without having to make complicated adjustments. That's great! W1AW was active on 80, 40, 20, and 15 meters, making 177 contacts. Equipment consisted of a K7DYY Super Senior 80/40-meter transmitter, with external speech compressor and equalizer, a Collins 75S-1 receiver, and a dipole antenna suspended above ARRL Headquarters. A Johnson Valiant transmitter and National NC-303 receiver were also put on the air for a few contacts. Only a few stations entered in Class B -- homebrew largely vacuum-tube transmitter, and Rex Greenwell, K0KP, in Minnesota, was the top scorer. W1AW was number 1 in Category C -- commercially built solid-state transmitter, although the top station eligible for a certificate in that class was David Hockaday, WB4IUY, in North Carolina. Ditto for Class E -- hybrid (solid state plus tubes) commercially built transmitter, with WB2JCC in New York, and KM3D in Pennsylvania making a handful of contacts between them. No one entered in Category F -- hybrid (solid state + tubes) home-built transmitter. Only three stations turned in logs in Category G -- converted AM broadcast transmitter, with WA3VJB topping the field, followed by KC8ZUL in Ohio, and K0SF in Minnesota. In Category H -- military transmitting equipment -- were five stations, topped by W6SAI, the Bill Orr Legacy Radio Club in Alabama. There were eight entries in Category I -- software-based (SDR), with KP2XX at number 1. Three special event stations -- N1A, W1G, and W2A -- were active during the AM Rally. Some 44% of contacts were made on 75 meters, with 40 meters a close second at 40%, and 20 meters at 13%. Less than 2% of participants reported making contacts on 160 or 15 meters, and none were reported on 10 meters, likely due to poor HF conditions that weekend. Fewer than 1% made contacts on 6 meters. Armed Forces Day Crossband Communications Test Set for Saturday, May 13 US Army, Air Force, Navy, and Coast Guard stations will participate in the annual Armed Forces Day Crossband Communications Test on Saturday, May 13. This annual HF communication interoperability event, sponsored by the Department of Defense since 1934, challenges Amateur Radio operators to contact military stations across the US. The event marks the 66th annual Armed Forces Day (AFD), officially on May 20. The AFD Crossband Military-Amateur Radio event takes place a week earlier in order to avoid schedule conflicts with those attending Hamvention. US Fish and Wildlife Service Seeks Comments on Baker Island DXpedition Compatibility The US Fish and Wildlife Service (FWS) appears open to a DXpedition to Baker Island in the Pacific, which has not been activated for 15 years. Baker and Howland Islands (KH1) is the fourth most-wanted DXCC entity, according to the Club Log DXCC Most Wanted List. On April 24, the FWS released a Draft Compatibility Determination for Amateur Radio Operation for public review and comment. The comment period ends on May 8. Public access to the Baker Island National Wildlife Refuge (NWR) is managed through a special use permit (SUP). Baker and Howland Islands are part of the Pacific Remote Islands Marine National Monument (PRIMNM), created by former President George W. Bush under the authority of the Antiquities Act of 1906. The monument was expanded by President Barack Obama. The SUP authorizing this use will include stipulations, conditions, and restrictions to ensure compatibility and mitigate for potential anticipated impacts to refuge resources." The FWS allowed that while Amateur Radio is not a wildlife-dependent public use, it does offer "some value as a source of public information about wildlife resources and to bring public attention to the Refuge," the FWS said. Baker Island is 1,830 nautical miles southwest of Honolulu -- an 8-day voyage. Read more. -- Thanks to The Daily DX, FWS [Ad] Puerto Rico Radio Amateurs Take Part in 2017 Caribbean Tsunami Exercise Radio amateurs in Puerto Rico took part in the Caribe Wave tsunami exercise on March 21, during Tsunami Preparedness Week for Puerto Rico and the Virgin Islands. Caribe Wave is the annual tsunami exercise of the UNESCO Tsunami and Other Coastal Hazards Warning System for the Caribbean and Adjacent Regions (CARIBE-EWS). Its major objective is for countries, emergency managers, and communities at risk to test, validate, and update their tsunami response plans. This year's scenario was an earthquake, with an epicenter at the east of the island of Antigua, generating a tsunami incident for the entire Caribbean. Exercise information can be found on the Tsunami Zone website. The most significant historical events happened in 1867 and 1918," a NOAA/NWS report said. "However, the Puerto Rico Trench and other seismic zones in the Caribbean region are all capable of generating tsunamis." NOAA said vulnerability in the region is very high, due to greater population density and tourist activity along the coast. In Puerto Rico and the US Virgin Islands, Caribe Wave is conducted in coordination with the Puerto Rico Seismic Network (Red S?smica de Puerto Rico), UNESCO, NOAA, and the Puerto Rico Emergency Management Agency (PREMA-AEMEAD). Historically, Amateur Radio has been an important part of this exercise at an island-wide level with various island radio groups participating on an array of VHF/UHF and HF frequencies. The exercise commenced with an Emergency Alert System (EAS) activation on broadcast media on the island, announcing the drill scenario. Sirens were tested in all of Puerto Rico's coastal communities. Amateur Radio's role was to gather reports on how residents heard or learned of the EAS Alert, and if any heard the sirens. A report summary was delivered to PREMA officials during a post-exercise meeting with Puerto Rico Section Emergency Coordinator Juan Sepulveda, KP3CR, and ARRL Puerto Rico Section Manager Oscar Resto, KP4RF. [Ad] WRTC 2018 Plans Call for Greater Participation by Young Contesters The 8th World Radiosport Team Championship, WRTC 2018 in Germany next July, will offer seats on three teams for contesters who are 25 or younger at the time of the event. Prospective participants need only to apply. The international event July 12-16, 2018, will feature 42 competing teams. This will mark Germany's first time [http://www3.arrl.org/nl/al/image/WRTC%202018%20logo%20(2017).jpg] hosting WRTC, which takes place in conjunction with the IARU HF Championship event, July 15-16, 2018. The IARU contest provides a framework for the WRTC; the rules for each event differ. She noted that WRTC 2014 in New England had one youth team. "We decided to have three youth teams this time, because it's so important to involve more young people in this great contesting hobby," she said. Managing preparations for WRTC 2018 is a 12-member organizing committee, headed by Chris Janssen, DL1MGB. Raeker said the sites, all in the relatively flat Jessen-Wittenberg region south of Berlin in the former East Germany, have yet to be evaluated, but added that organizers aim to offer comparable operating sites for all WRTC 2018 participants. President Donald Trump -- with daughter Ivanka Trump and astronaut Kate Rubins, KG5FYJ, joining him in the Oval Office -- called Whitson on April 24 to congratulate her on her accomplishment. With Whitson for the call on board the ISS was astronaut Jack Fischer, KG5FYH, who arrived on April 20 for his first mission aboard ISS. A member of ARRL and of the Hamvention-sponsoring Dayton Amateur Radio Association (DARA), Taylor pointed out that past Hamvention attendance has been in the 25,000 range. "As for attendance this year, that's a bit of a question because of the change in venue," Taylor wrote, "but we can still expect thousands of folks visiting our county, many for the first time." The DXpedition, which will take place from Layang Layang Island (Swallow Reef -- AS-051) under Malaysian call sign 9M0W, now will be on the air March 10-20, 2018. Operation will be on 160 through 6 meters, CW, SSB, and digital modes. Layang Layang Island is approximately 15 acres, which includes "reclaimed" land. While the Royal Malaysian Navy maintains a presence on the reef, ownership -- as with all of the Spratlys -- is disputed. It is also claimed by the People's Republic of China, Taiwan, and Vietnam. [http://www3.arrl.org/nl/al/image/courtroom-gavel.jpg]Motorola Solutions Expands Patent Infringement Complaints against Hytera: Motorola Solutions on March 29 announced that it had filed patent infringement complaints with the Regional Court of D?sseldorf, Germany, against Hytera Communications of Shenzhen, China, and Hytera Mobilfunk of Bad M?nder, Germany. The legal action in Germany came on the heels of complaints the company filed in the US District Court for the Northern District of Illinois, alleging that Hytera's digital mobile radio (DMR) products employ techniques and systems that infringe on Motorola Solutions' patents and trade secrets. Already known for its Land Mobile Radio Service products, Hytera entered the Amateur Radio DMR market last year. The Regional Court complaints assert that Hytera's two-way wireless communication devices that utilize "pseudo-trunking" functionality infringe on a Motorola Solutions' patent. Motorola also has filed a patent infringement complaint against Hytera with the US International Trade Commission. Getting It Right! The article "RARSfest Hosts 2017 ARRL Roanoke Division Convention" in the April 20 edition of The ARRL Letter contained an underestimated attendance figure. RARSfest Chairman Ian Hewitt, N0IAN, said 1,673 tickets were sold for the event. ________________________________ The K7RA Solar Update Tad Cook, K7RA, Seattle, reports: Each of the average solar and geomagnetic indices rose during the April 20-26 reporting week, compared to the previous 7 days. The average daily sunspot number rose from 8.6 to 35.7, and the solar flux rose from 76.5 to 81.4. The average daily planetary A index went from 8 to 26.4, and the average daily mid-latitude A index rose from 6.3 to 18.4. On the same date, Alaska's College A index (near Fairbanks) was 86. Then 20 on May 22-24; 15, 8, 5, and 20 on May 25-28; 10 on May 29-31; 15 on June 1-2; 8 on June 3-4, and 5 on June 5-9. Predicted solar flux values are 80 on April 27; 81 on April 28-29; 80 on April 30 and May 1; 79 on May 2-3; 78 on May 4; 75 on May 5-14; 80 on May 15-18; 85 on May 19-24; 80 on May 25-28, and 75 on May 29-June 10. Sunspot numbers for April 20 through 26, 2017 were 26, 39, 29, 43, 41, 36, and 36, with a mean of 35.7. The 10.7-centimeter flux was 80.7, 82.2, 83.6, 82.5, 80.2, 81.3, and 79.6, with a mean of 81.4. Estimated planetary A indices were 30, 19, 54, 41, 20, 12, and 9, with a mean of 26.4. Estimated mid-latitude A indices were 20, 11, 37, 24, 19, 10, and 8, with a mean of 18.4.
