Hi Joe,

It could have been. His facebook profile is interesting. Marvin, K2VHW, 
spent an hour with him on the phone. He thought by applying for his FRN 
that would take care of the renewal. They submitted the renewal request 
and Bill should have his renewal processed in 3 business days. Thank you
