[ETS/PARC List] ETS new officers

Thank you Jeff, Dave and Larry and Victor for taking the helm and moving
ETSNJ forward into the future.
I'm sure all the members are looking forward to it.

I will contact Larry and as requested get him all the ETS secretarial items.
