[ETS/PARC List] K2ETS 220 repeater

With the much appreciated help of KB2EAR, KC2VRJ, N2ZAV, WB0YLE to
troubleshoot some audio and connection issues, The 220 repeater, 223.960
MHz  is currently on air and linked.

*A PL TONE OF 110.9 IS NOW REQUIRED TO ACCESS THE REPEATER.* Unfortunately,
at the current time there is no way around this.

The node # on the All Star Link Network for the 220 repeater is 27273.
**
 It will now be permanently connected to the Central Jersey Reflector on the
Asterisk/All Star Link Network (node 27200). This allows the repeater to be
linked to, but not limited to the W2QW 440, N2ZAV 220 and KB2EAR repeaters.
