[ETS/PARC List] Another way to connect to K2ETS

I have a question!
What protections are in place to prevent any 'non-licensed' person from 
accessing the repeater using THIS or any other web-based method via "ALL 
STAR"?
Is there a password, a check-list?

If there is none, keep in mind that the 'trustee/licensee' is fully 
responsible for non-licensed operation of a transmitter
