They cary the Mudutec S series used in Alpha 70/77 amplifiers. The meters are now produced by Jewell Instruments. I have an Alpha 77A but suddlendy when I push the mike on ten meters immidiatly 3 lights appear and the manuanl tell me that there are to many SWR.I teste with a Baker Williamson Dummy lod buat ia have the the answer to many swr. Assuming the fault is number 14 with three middle lights 0 + + + 0, Maybe the coaxial cable from the amplifier to the antenna switch or the antenna switch is bad, since you say both the Dummy Load and the 10 meter antenna show the same problem. You did not say how much power you were using to drive the amplifier... it would be best to test the problem with 10 - 25 watts from your transceiver and make sure you were not using too much power from the transceiver.
