[ETO_Alpha] Alpha 89 Questions

Hello All,
Finally got my newly purchased Alpha 89 cleaned up and on the bench for 
a test today and have a couple of problems and questions.  I have only tested
it on 20 meters so far but would like to get these resolved before I go further.
 
1.  Input SWR is high - above 3.5 on the K3 meter and I had to use the
K3's ATU to load the amp.  I have done a visual inspection of the input
board and switch and cannot see anything obvious.  Where to look next?
 
2.  When switching the amp from standby to operate I hear a noise that
sounds like a relay chattering.  I can't tell for sure where it is coming from
but it sounds like it is on the power supply side of the amp and as a guess
maybe it is K2 on the TR board.  If I switch from operate to standby and back
several times rapidly I do not hear it.   Any ideas?
 
3.  On the TR board between the cathode of D14 and the anode of D18 there
is a 2 nf 3KV ceramic capacitor.  This does not show on the schematic I have
(1994).  The amp was built in 1996.  Also on the TR board the schematic 
shows a 2A fuse.  The installed fuse is 1.5A.  Has there been a change?
 
4.  The TUNE led is a couple of bars to the right when tuned up on 20.
Everything else looks good - 1.5KW, about 30 ma grid so I assume this
is OK.
