Tap the N B button on the front panel. As you tap this button, you should see N B 1 , N B 2 , and O F F on the display. Leave the noise blanker in the O F F position for now.
If you see N O T I N S T (not installed), you may have U3 soldered in backwards or the noise blanker may not be plugged in correctly.

Check the orientation of U3 first.  If it is not reversed, unplug the noise blanker and carefully inspect the pins on the plug P1 (the 8-pin connector on the noise blanker board) to be sure they are aligned and not broken.  Re-insert the plug P1 into the jack J1 on the RF board and be sure that the pins are not offset by one position.

Also verify that you have made the necessary modifications to the RF board spelled out in the KNB2 manual, which are necessary for the noise blanker to operate at all.
