It should stay in whichever setting you select. If HIGH PWR was the last
thing you saw, that's the present state.

You can confirm this for sure by connecting a dummy load, bypassing the
ATU, and keying the radio. HIGH should be around 5 W on each band, LOW
about 2 W. These are adjustable in the menu.
