[Elecraft] K$ Question

I have a Elecraft K4. Love the radio.
 
One thing I notice that my side tone level is very low.volume
 
I have the Monitor level all the way up to max 60
 
But the side tone level is still lower than the Rx background noise with the AF gain at mid level
 
Is this normal or is there an issue with my radio?
