[Elecraft] [OT] Illegal contacts during the CQ WW Phone

AT least the CQ WW log checkers disallow those. And if they deem it more
than accidental, they can dsq the station.

Technically, that example is not OOB  but out of allocation for mode.  Even
7.126 would be out due to bandwidth.
