Once you have figured out the problem, do back up your K3, so if you have another problem, then just install your back to see if issue is resolved.

Does the sub-RX also exhibit the same apparent loss of sensitivity in receive mode on 17 meters?
Have you checked to be sure that somehow on the 17 meter band the rig is not configured for a separate RX antenna via the KXV3 module? If it has been inadvertently configured for that option, that would greatly diminish received signal strengths. You mentioned that the reduced sensitivity has been gradual rather than abrupt though?
The fact that transmit functions seem to work properly on 17 meters when the receiver lacks sensitivity is odd. The bandpass filters and lowpass filters are common to TX and RX modes.
By chance, does your K3 have the KBPF3 module that extends the usable RX bands outside the regular ham bands?
Any additional observations you might have would enable greater diagnostic specificity.
