[Elecraft] KXPA100 PO vs DL & Utility Program? REV A!!!

Hi all,
I finally set up the KXPA utility program to see what it looked like.
I noticed that, for example, setting the KX3 to 90w, the utility program shows 80w.
The DL shows 90w on 40m.
Other bands show the same thing.
Is that normal for the utility program to show a lower PO than a DL?
