Hi Roger,

The fact that the low output corrected itself
after a band change suggests a relay problem
in either the lowpass or bandpass filter
sections.

Have you tried to run a TX Gain Cal routine
lately?  If not, that would be a worthwhile
first step before opening the case and
poking at relays.
