[Elecraft] KAT500 beta 2.13 issue

A beta tester reported that his KAT500 did not track memory channels on his Kenwood TS-890S. It tracked VFO tuned frequencies correctly.

I confirmed that this regression was introduced in KAT500 firmware alpha 2.10.  Alpha 2.09 correctly tracks Kenwood TS-590 simplex memory channels.

This issue will likely impact all KAT500 users who connect their KPA500 and KAT500 to a rig with an Elecraft "Y" cable.  In this configuration KPA500 is set to RADIO - Serial,   SER POLL - On,  and interrogates the rig with IF, FA, and FB only.   FT is not available to KAT500 in this configuration.

The firmware author will not be available to work on this until late October.  KAT500 owners impacted by this regression seem to have the following options:

1. Select memory channel then copy frequencies to VFO (TS-590S "M>V" key)
2. Don't use memory channels
3. Revert to the most recent production firmware (2.05)
