[Elecraft] List guidelines, please review

This portal does not require a callsign, or even a name, to apply for list membership.  It also, as far as I can see, does not specify any rules, or link to any rules, for participation.

How would a new member become aware of this list of rules?  Isn't it more usual to present the rules to a prospective member before they decide to join.
