[Elecraft] Power oscillation problem (KPA500+KAT500)

TS-590S power meter does not change nor does TS-590S indicated SWR.  However, I did find that TS-590S ALC reading is cycling. (There is no ALC connection between KPA500 and TS-590S).

I need to look more closely at what the TS-590S is doing.
