[Elecraft] Milliwatt Drive Power for Transverters

I have a Q5 Signal 100W transverter. The required drive power, 1mw, for full transverter output, is set in the “L” range of the K3 XVx PWR config option.

When I vary the drive power from 0.1mw to 1.5mw, there is no change in the output power of the transverter indicated by the in-line analog wattmeter. 

What gives? Output power should vary with input power. Correct?
