[Elecraft] Win4K3 - Virtual COM Ports on Windows 10

Tom specifically says to use version 2.0 of com0com and not version 3.0.
Version 3.0 will not work for Win4K3Suite or Win4K4Suite.

This was my mistake for not reading clearly - I installed the
(unsigned) v 3.0 program. Uninstalling that, and installing the signed
2.0 version got me up and running.
