As a first step for both of you, I would do a TX Gain calibration and see if it fails for the 15 meter band.
That may also fix your problem.

I am operating at 100 watts.  Like Jerry, power returns for a while when I turn the rig off and on; haven't tried switching bands,  I thought it might be an antenna matching problem(I'm using a half blown-down G5RV), but the SWR looks to be OK.
 I will check the TX POWER setting as suggested by K8CN, and will be anxiously awaiting any other suggestions.
