Yeah, that's part of the problem of being PayPal. Some buyers are scammers,
some sellers are scammers, there's no way to know what was actually in the
box, and it's impractical for them to have the expertise to judge the
authenticity, quality, and condition of every kind of niche item sold
through them.

Not saying they're making the right decisions, just that anyone would
struggle in that kind of mediator role.
