[Elecraft] Kxibc2 manual

Hi Hans,

A menu entry required for use with the KXIBC2 is already in place because the unit has been prototyped. The rest of the documentation will not be released until we get ready to ship it. As with everything else these days, the supply chain is the limiting factor.
