I don’t think the point was the technical discussion.

It was more likely that, as written:

The reasonable interpretation is that the writer implied that some sub-set of the ham population “never knew to start with.” 

Seems a little on the adversarial tone to the casual observer, but I actually thought it was funny, and was waiting for some pot to call the kettle black.
