It's the "heartbeat" indicator.... showing that the rigs CPU is functioning and waiting for a "power on" command.

 I have owned my KX-3 for many years and just noticed a tiny LED
blinking inside. It is noticeable through the key connector on the
bottom of the radio. What is this?

 I have all the upgrades except the two meter.
