[Elecraft] KPA-1500 tuner power ramp up

I don't know if this is useful, but I have noticed that my KXPA100 with 
ATU takes a few seconds to ramp up, or at least to light all the LED's 
up to 100W.  This happens only on the first transmit after sitting 
awhile and I just assumed that it takes a few seconds for the coils, 
etc. to warm up.  After the first TX the jump to 100W is immediate.
