[Elecraft] K3 ATU Problem

On my K3, (Tech Mode on, just for clarity):

Config | TUN PWR  is set at 10.0 watts.  If I want it set at another 
level, I turn the main VFO knob to set that level.

I just tested that into a dummy load after setting the output per above 
to 9 watts and got 9 watts out (since reset to my default, 10).
