[Elecraft] Mods required of Elecraft Gear for use on MARS frequencies.

Contact Elecraft directly and send a copy of your MARS license. I did MARS
for several years and never had a problem getting the mod apps for Elecraft
gear. They even used my feedback on the frequency ranges to ensure that the
radios were usable on the necessary frequencies.
