Torque wrenches are used for two reasons:
1) to make sure things are tight enough
2) to make sure things are not tightened too much.
Stating the proper torque is good engineering practice. For common screws and bolts one can find the suggested torque in reference books and online. For special circumstances the manufacturer should publish the proper values.
