No. MSK is two tone FSK where the shift is one half of the baud
rate. For example, if one were using the amateur 45.45 baud, the
shift for MSK would be 23 (22.725) Hz.
8PSK is phase shift keying with 8 states (0, 45, 90, 135, 180, 225,
270, 315 degrees). 8PSK is a form of PSK along with BPSK, QPSK, etc.
