[Elecraft] ECN time change in effect

A little errata: Daylight Savings Time once again caught me unaware.

Since the bands have been favorable to us the last few weeks I think we 
should not really change.

The local times will change while UTC will remain the same like last 
year.  If the sun ever awakens we'll reassess the net times.
