[Elecraft] kx2 SSB always in TX

Update on this.

If you are in the Menu, the XMIT does not work.  If out of the Menu, it
works as expected as does Vox.

However, the External Mic problem still exists.

I did Ohm out the MH3 PTT line and it isn't shorted at all, so the Mic is
not the issue.
