He’s most likely talking about the groups.io mailing list and group site. For some reason, people call it “GIO” or “.io” or anything but “groups.io”.

I’ve been managing email lists, netnews, and groups since 1983, and I think that groups.io is the best system I’ve ever used. I’ve migrated all of the groups I manage off of Yahoo and Google to groups.io.
