[Elecraft] Dual panadapter on K4 at Pacificon

I don't have to rerun Meinberg.  It does everything by itself.  For some 
reason it just doesn't seem to do it on startup ... it takes a few 
minutes before it kicks in.  So far I haven't figured out why.
