I see no conflict or anything to disagree with.  I did not say that WSJT-X cannot be used without CAT and I did not say that operating as Fox requires CAT.
What I said was that the use of WSJT-X "split" mode ( a specific mode of operation selectable from settings/radio/spit operation) requires CAT.
