I fail to understand why some hams restrict shipping to CONUS only.

Hawaii and Alaska are US states, and Puerto Rico is a US Possession 
(whose people are US citizens).

Shipping (particularly by USPS Flat Rate) is no different than shipping 
to a neighboring state.

Why restrict your market by specifying CONUS which excludes HI, AK and 
Peurto Rico.
