James,

I would not worry about the reading at J1 pin 15, but the others 
indicate a problem.

I do not know of your soldering skills, but it would seem that your 
solder is bleeding over enough to contact the ground plane that 
surrounds the connector and other solder pads on the board.

If you have a solder blob on any of the pins, that could be the problem. 
  Use solder wick to remove excess solder on the entire front panel 
board and reflow the solder using only a minimal amount of solder.

good solder connection looks like.
