Yes, with a caveat. If your Ubuntu installation is 64 bit, a.k.a.
amd64, then some additional legwork is required to get the 32 bit
utilities running. I have documented that process here:

Some of the particulars may be outdated, but as I recall the packages
were still current for Debian 10, a.k.a. Buster.

I have been using it for years. It integrates well with Fldigi, WSJT-X,
eQSL, and Trusted QSL. However, the current released version does have
a problem with wsjtx. I have documented that in this Debian bug report:
