You miss the point entirely. Martin Jue is an American. He is not of a 
different nationality or culture. As to your other point, yes, humor 
does have victims. The people who have most often been the victims of 
much of our humor have decided they don't like it, which is their right 
as human beings. There is and will be plenty to laugh about. We just 
have to decide if we want to laugh at people because they are different 
or with them because we are the same.
