Hi Larry,

Take a look at the control cable between the KPA1500 power supply and the RF 
deck. A loose cable could cause this issue.

Make sure its plugged in firmly with the screws tightened on the connectors.

If there is still a fault, please contact support at elecraft.com (if you haven't 
already) and we will help you get it resolved.
